He made the typical right-wing outcry against 'government regulation' when discussing mandating greater fuel efficiency. Then he turns around and makes an argument for higher gasoline taxes.

I suspect that the context is that he would prefer a tax to cap and trade and other initiatives. In that context, it makes more sense. A tax is tidier, less bureaucratic, less distortive of the marketplace than cap and trade or mandating fuel efficiency ergo less "regulatory."
