The big government liberal in control of the government will have no need for that.

The rhetoric Obama is using is right out of the progressive movement of the 20th century. This is classic "Liberal Fascism" as written about by Jonah Goldberg. Extremely scary.

Not necessarily. Leninists believe that ANY means of capturing and retaining power can be used. If it can be accomplished through utilisation of existing democratic mechanisms, that's fine too.
