The "stress" doesn't go away if your force prices down. Instead its likely to increase as forcing prices down lowers supply and increases demand.

The stress isn't created by the Bush administration, or Exxon-Mobil, or by the commodities market. Its a reflection of the supply and demand situation for oil.

Reducing the demand would put downward pressure on both prices and usage, but lower prices put demand back up.

Governments could be forceful in their efforts to keep demand down, but then you would probably be doing more harm than good, likely a lot more harm, esp. if you include the reduction in freedom inherent in such forceful pressure.
