Kenneling a dog just means safety for the dog. When I was only 10 or 12 we had a beautiful Springer Spaniel. We left him in our yard after arranging for the neighbor lady to feed and water him. We were just starting up Berthoud Pass on our way to Grand Lake for the weekend. My dad said "look at that dog trotting along the highway. He looks just like Nick." My brother and I took one look and both shouted "That IS Nick!!". Dad stopped and sure enough, it was Nick. We never did figure out what happened. But it wouldn't have happened at all if we'd kenneled Nick. But, I"m not even sure there was such a thing back then.
