Yes, the Holy Grail in the fight against global warming.

Which of course isn't going to happen until we discover new forms of energy that can beat fossil fuels. Otherwise we'll end up crippling ourselves while developing nations burn all the fossil fuels they want and do nothing to control their own CO2 emissions.

It should be obvious why. One of the signs that power corrupts is when the rules don't apply to the rulemakers.

There's wisdom in limited government. You can never give government enough power to solve the problems of poverty.
