prop 13 will survive under all circumstances forever I am sorry to say. Its the "3rd rail" of california politics.

CA has a proposition system where any local yokal can put something on the ballot with no regard to fairness or whatever consequences there are. Thats what prop 13 was- a bunch of people in 1978 decided they didn't want to pay taxes anymore and they shunted their taxes off onto their kids (who couldn't vote yet). California is what happens when you let "the public" put whatever they want on the ballot. Representative democracies are much better because decent legislators would never let this happen.
