universities want new research model with PBR. PBR is taking all the patents and profiting from them. Now with more oil discovered univesities want a bigger share. It is tough to value the result of research. PBR accepted discussing. It was akin to the government-funded Federal Universities subsidizing PBR whihc is not 100% state-owned. PBR knows that it beeds the unversiteis to help them get the oil out now that it has been discovered. Universities have strong hand. PBR tripled the amount it paid between 2003 - 2005.
