My father in law was charged demand about a decade ago. He had two electric water heaters in the house and I helped him wire them so that they would not operate at the same time. The heater supplying the kitchen would not go on till the heater for the bathrooms was satisfied.

To make that kind of deal, you have to have a meter that can record it for the time and rate. Residential meters are not set up to do this. The cost of converting over would be astronomical. So it's a "business" rate.
