I understand there is a 'plan', that's the whole point, isn't it? My point is that the Brazilians have no idea how long it will take to realize revenue, no idea what the investment picture will be in 3-5 or more years, no clue how much money the politicians will seek to use, etc. In short, no idea. But it sounds so modern, so with it, so politically popular to say 'Brazilian SWF' that it was probably thought a good idea to mention it so that other problems, e.g., crime, corruption, etc., would be drowned out for the moment.
