many of the men folks, if not most, on the observation boats/junks/pleasure crafts were of the round sort and would not fit into life vests of normal dimensions

80% of the women folks would fit ok

most of the fit men were either on shore or were competing and so were shuttling between boats and starting points on shore

the crowd perhaps numbered several thousand, easily
