No. I would suggest that the "price equilibrium point" for gasoline would be its current selling point. (Which doesn't mean it would be the same without all the government intervention, but after the intervention the market clearing price is what we go to the gas station and pay)

The "more than $6/gallon price" was a very imprecise, and non-specific speculation about what price might cause alternatives to gasoline powered cars to start to gain traction.

And that's only if its sustained. A spike to $6 or $7 will have only a modest effect.
