That is the problem. They haven't. Oh, they make periodic attempts to pretend they have, but it is, at best, on the surface.

The fact there is a differentiation between management and the rank and file should be your first clue.

The second should be the reliance on inspection.

Right. Which is why the bean counters get bonuses and the rank and file do give backs.
