The cold war certainly turned out to be terrorism to Poland and Hungary and East Germany and the rest of Eastern Europe, as well as the unfortunate, victimized citizens of Russia. I take it that, for some reason, you don't equate the cold war, especially Stalin's reign of terror, as a horror that can be equated with terrorism.
