I believe this is what is happening. If you look at north of the border, Canadian are moving manufacturing back to the US due to the weak US dollar. I doubt that it will be enough to rescue the dollar though.

I don't understand your focus on manufacturing. Some of the best economies in Europe seem to outsource and automate more manufacturing than USA does.

I don't see why it improves USA's economy to have cheap labor in USA instead of cheap labor in China. Transport costs are not that huge. Why not improve the earnings of everybody in USA, instead?
