Whats the big deal? There are exploration contracts with foreign companies including Chinese, some seismic work has been done. None of those things happen if drilling is going to be forbidden.

Things take time and there may be problems to be worked out, but Cuba will allow drilling off its coast. Whether drilling has happened yet isn't relevant to that issue. In Florida waters, drilling is forbidden, in Cuban it isn't. We're still behind on developing whatever reserves may be there, regardless at what stage of development they're at.
