The president cannot override existing law by fiat. If he tried it there would be a swift court injunction. Besides, opening up new oil/gas exploration areas involves years of preliminary activity before actual drilling starts:

1) Environmental impact assessments,
2) Lawsuits,
3) Oil/gas lease auctions,
4) Lawsuits,
5) Modern three-dimensional seismic surveys,
6) Lawsuits,
7) Contracting/building new drilling rigs,
8) Lawsuits,
9) Political elections,
10) Naked PETA ladies marching on Washington,
11) Etc.
