I have had the position for a while that we have a need to revise our policies on what constitutes a 'prisoner'.

A prisoner should be a person who has surrendered his combative role. A prisoner is one who poses no threat of harm directly or indirectly to us. If he has surrendered himself and all information that could be used to harm us then he is no threat. Kill terrorists or any violent combatant.

If he has not surrendered he should be dead by now or considered an active combatant. Sorry, but that is what a violent military war means ... kill the enemy. I'd prefer we never have to get into violent conflicts but once we send warriors into battle, let them do their jobs. This cleans up the issues surrounding the humane treatment of prisoners. Surrender or die, torture is not even an issue.
