The dirty little secret is, most governmental agencies are flush with cash, and this is why they build these posh buildings, drive expensive cars and go on exotic junkets.

It's right downtown, on the Santa Ana FW between Hill and Grand. West up the hill from the train station. The question will be, are they going to "elite" it, as they do in NYC, or PC it? I guess we know the answer.
