Frankly i think FICA should be on all income at a lower rate with a sizable exclusion or tax credit to offset its effects on poor and middle class. I would make the exclusion or tax credit indexed for inflation. This would be part of an overall tax reform policy that hopefully would also give us a flat tax and perhaps even some aspects of a vat/national sales tax to help us to better compete with euros.
