One might ask the question, though, whether there is any reason to say that new areas need to be opened up, when there are plenty of places that have already been opened up, but aren't producing yet. It's just a question of the oil companies getting their act together in those places, however long that takes, to get new supplies flowing.

As you've pointed out, and I've pointed out, the oil companies are benefitting from the current situation. Blame the politicians all you want, but Big Oil is happy with the way things are.

Meanwhile, the oil companies have been given huge tax breaks to assist them in exploring for and developing those new sources of oil. So how does that equate to the politicians standing in their way?
