I think the surge had everything to do with the prior five yrs. Bush knew he had to do something or congress was going to pull the plug. Iraq was a complete quagmire, and things were getting way out of control. With insurgents, radicals and al queda getting bolder and taking more ground, something had to be done. The Surge was the right choice, but I don't doubt there was a lot of worry that it might not work. Course the dems will accentuate the negative and never admit they were wrong about the Surge.
