I like the "czar thing" because it gives GW a first rank priority. Moreover, Gore is the person to do it. Russert argued at one recent point that Gore would be a prime candidate for vp because Obama could give him the GW portfolio. I can't see Gore accepting that--sort of been there, done that with the vp bit. But I can see the czar thing. It's failure in the past may be that it's been about drugs. Don't recall other uses.
