A moped is an extremely poor substitute for a gas powered car on just about every measure I can think of. A substitute for a bicycle or walking as means of commuting, perhaps. A viable substitute for a gas powered car must perform the same functions car drivers consider important and do so either better or cheaper (or both). Otherwise, it will never replace it except by force.

Open a scooter rental shop near any college campus and get rich.
Good luck finding inventory.
Mexico might be the best bet.
I know of one, less than bright, motorcycle shop turning down 35 requests a day.
They seem to think bringing on a new franchise is an extremely lengthy and cumbersome process. -g-
