I didn't say people wouldn't change behavior. They will and have already, to varying degrees. All I said was that a moped is a poor substitute for a car. It may be an OK substitute for certain specific uses of a car or in certain limited situations, but for most people and many uses of a car, switching to a moped is not remotely under consideration and still wouldn't be even at $9 gas. More people will change behavior as better substitutes come to market. Which, as discussed above, is already happening.

That's not very forceful, double it and you wouldn't get most people replacing cars with mopeds.
