Have you had any trouble buying gas? Has anyone in the nation? The refinery whine makes no sense. I've even heard Bush spout it. He knows that his voters are dumb enough to buy the notion with no reflection.

It raises the barrier to entry. They want to keep the Saudi's and the others out, that is one of the ways. The different formulations started a very long time ago. They change them throughout the year because as the temps. change, so do the requirements. They are set up to deal with that.
