There is over $12 billion being spent in Texas alone on expanding refineries. Quite a feat for no permits being issued. Without knowing the details of what is being done, this is meaningless. The one refinery being built in ND is going to be $8 Billion. $12 Billion, for all projects in Texas, could be scarcely above routine maintenance.
