All of the rigs are currently busy. I am sure they are building more, but it takes time.

Oh, wait. You probably believe they are doing any drilling. Just like they aren't expanding any of the refineries.

As a former Texan, I don't think anyone is not drilling where they want in the Gulf of Mexico, whenever they want.
