I don't think there would be any way for a stranger to fit into an existing Arab-American community without everybody figuring out how he came to be there. Newish immigrant communities are like that. They know your accent, know your town, know your family connections and accept you accordingly. You just can't pick a new last name like we typically do in witness protection. Last names often are hometown names. You can't fake it. Maybe there are some generic Smith-like names, Mohammed maybe, that can be utilized, but I think it would be tricky.

And if everybody knows, how do you protect the person? I don't know if Central Control would call for a hit or if some sleeper would take care of it on his own. Or maybe the group, being private, just wouldn't tolerate a suspected potential government agent in it's midst.

I'm pretty confident that "hide in plain sight" is inoperative and that the federal marshals would not be able to use their SOPs. Perhaps an brand new island of all witnesses could be built in a large city that had no existing community into which they would be expected to integrate. They would all know who they are but would look like ordinary Arab immigrants to the surrounding community.
