Same basic issue since you wanted to look at the broad problem instead of the symptoms. We are assisting friendly governments in subduing domestic unrest which we equate with terrorist threats on US interests too.

Good luck sorting out the actual legal responsibility in that mess. We can't say it's all their domestic jurisdiction when we reserve the right to render cleared local suspects to Gitmo too, like Bosnia and the first wave from Afghanistan.
