So is it safe to assume that this excess 'Speculation' in Oil is on a global scale and not limited to the United States ?

It looks to be across the board but I'm still trying to figure out what's happening.

This isn't speculation at all imo..it's oil wars especially between China and USA and China will win because they demand nothing back from the exporters such as Nigeria. China is all over South America making deals. Also high oil prices in USD are because of the sinking dollar and this is yet another reason why China will win as the Renminbi is expected to increase 4 fold from these current levels making imported oil very cheap indeed.
