Could be. Solar is still at the chicken and egg stage. Even single crystal cells could be economically viable if volume was high enough. The big problem there is the market isn't big enough to produce lower purity wafers, so they use higher purity wafers intended for semiconductors. Which pushes the price way up. And polycrystalline and thin film all have very large R&D and infrastructure costs that have to be amortized.
