One of the several things, ML, I find interesting about this NYTimes story is that the Pentagon processes worked reasonable well. The person in charge of KBR's contracts caught a problem, began a longish process to establish what it was, to monitor the corporation, and to force them to clean up their act.

Clearly, political clout (it was Cheney's old firm, that is KBR was a unit of Halliburton) was used to circumvent the usual monitoring process. I'm reasonably certain that when the administration changes over, much more of this will come to light.

This guy only told his story once he retired. When new bosses are installed well up the civilian food chain at the Pentagon, more folk still employed there will feel freer to offer their stories to the media.

I expect several books.
