There is a law of diminishing returns you toss out so quickly - I fully expect our demand for energy to increase regardless of efficiency due to a number of factors.


Obviously it's not static... it would be adjusted as mileage improved.

And it's technology agnostic... it could be electric, fuel cell or just some very efficient internal combustion. "The government" isn't making the decision on the technology to support, they are just incenting 'gasoline efficiency' by whatever means, not picking the winners.
