Actually, there is a fourth explanation, and one that personally I think is more true than the three offered: Americans recognize that it isn't just Bush but Republicans in Congress generally who are obstructing Democrats from doing anything. That is what they don't like.

Of course, whether they will like it better if Democrats do get to do whatever they think best is another question.
