And who will determine the 'true cost' of those driving 'over sized' cars? The overseer?

Exactly.

We can't make decisions for ourselves. We need the government to tell us what to do.

How does a person, apparently of reasonable intellect, become an adult who is literally dependent on the government's guidance for every aspect of his/her life?

If JF and others here want to be wards of the state, I guess that's okay. But I value my freedom too much for it.

Frankly the "true cost" is what it takes to get them off the road. I think it's $5K a year, subsidizing efficient cars.

But if you want to take a whack at it figure the cost of 50% of the US trade deficit, the cost of the oil industry subsidies, the cost of the Iraq war, maybe 1/2 the cost of $4 a gallon gas <at least currently>, add that all up and divide by the number of vehicles getting worse than, say, 25 MPG. That should give you a rough cost of inefficient use of precious gasoline.
