My take is: that new province might have a lot of oil. Refineries conveniently located near oil and near the markets above the Equator.

Run ethanol via pipeline -to Sao Sebastiao harbor- ship to the refineries, blend and export ready to use petroleum E85 or any combination and derivatives instead of crude.

Japan: will supply E3 -- or gasoline blended with 3 percent ethanol -- to independent gas stations, with the wholesale price expected to be 1 to 2 yen less per litre than ordinary gasoline.

The Brazilian company plans to mix gasoline and ethanol in Okinawa Prefecture at Nansei Sekiyu KK, which it acquired in April, and sell the blended product at around 10,000 gas stations not affiliated with the major oil distributors.
