If political decisions delay expanding drilling a few decades, then (after adding in the additional delay for exploration, drilling, and extracting significant amounts of oil), than by the time the drilling is allowed we might be there, but not yet.

A lot depends on public policy. If we were to have a true "war for gasoline efficiency", throw a lot of resources at it, then we could have a very significant change in a decade, with incremental progress each year. Just passing the right laws would have an impact on gasoline prices.

I frankly don't know what it costs to get a barrel of oil to the refinery from the ocean floor (including the amortized investments in equipment, exploration, etc). Can't be cheap.
