Genetic engineering of microbes to secrete useful hydrocarbons is a reality, not a pipe dream. The problems are scale and feedstock. The microbes need an energy source as well, and just because you can engineer a microbe to produce something in the lab in a very controlled environment doesn't mean its feasible to do so on a scale that would matter.

For example, butanol from e.coli.
