My point is that there is no easy or facile answer. There is a cost to society no matter how it is handled.

If we're not going to let people kill themselves or leave them in the street when they try to do so or otherwise penalize them, I doubt that we'll "behavior modify" them out of using drugs, riding without helmets, etc.

It then becomes a question of how we as a society want to deal with the inevitable outcome.

I just spent an hour in court today listening to criminal arraignments. Most were drug or alcohol offenses. Of those, most were vehicle related. I don't know whether the criminal justice experience will cause any of the offenders to change their ways, but I can say that the cost to them was not insubstantial.
