Yes - because they are in fruitless or tapped out areas.

Huh? Rigs can be moved.

If they're rented out (rigs) and oil exploration is approved more american jobs to build them and an entire industry will grow - creating 1000's and 1000's of high paying jobs - a socialist democrat nightmare - people that don't need a government check.

That's already happening.....a number of rigs are under construction......they should come on line by 2009-2010
