FF, the public wasn't willing to wait given 40+ years obviously wasn't enough time for someone to figure it out.

part of the reason smoking is shrinking is because the cost of smoking has increased. not being able to light up and pollute the air of those around them is part of that cost.

it isn't a matter of maximizing freedom. whichever avenue you take, freedom is lost. the proper question is whether the freedom of those who chose to smoke and pollute in public places is more important than the freedom of those who prefer not have their stinky pollution when in public places.
