Hasn't there been a lot of drilling going on for the last 40 years and yet oil production keeps falling....Why???

During the last 40 years, we've had drilling booms and periods when drill rigs were mothballed. Its a cyclical business and fluctuates as prices rise and fall.

There are a couple factors in US production declines over the past 40 yrs. One is production in any field or producing region will eventually fall due to depletion (see M King Hubbert). The other factor is we decided, for environmental reasons, to not allow drilling on a lot of our unexplored acreage.
