Having oil means your rulers are answerable to nobody.

When I go "schizophrenic" and imagine different worlds, I think, "let's take over the Saudi and Emerits oil fields and pay the royalties to the people in those two states, bypassing the rulers, as we do in Alaska. Once they all started getting checks, they would never want to go back."

Unfortunately, the track record of countries using an oil windfall to build a healthy economy is pretty slim.

Not on solid ground here, but I believe Norway may be the exception that proves your rule. And, Dubai (so far) as Triff noted.
