Anything But the Classroom.

That's the way the Union, teachers, and Bureaucracy wants it. So the kids that really need the best teachers will continue to get the most inexperienced and the worst.

It seems to be an attribute of bureaucracies that one's value is somehow linked to organizational level instead of how effective one can be in the field.

Pay the tough old birds to stay in the class room and give them authority over their students.
