Wow. That would indeed prompt a stampede into PMs. Such a bill might actually pass in an election year -- every politician is looking for someone to "blame" for the price of oil and commodities.

Jim. Tape looking increasingly choppy in a number of sectors. FWIW, I'd attribute this to 2 things:

1. Increased share of daily trading volume by Dark Pools which means we're seeing less and less of the actual tape.

2. Too much leverage, via margin, options, futures, options on futures plus trillions of $ in exotic stuff that's done privately without even monitoring let alone regulation. In reality that stuff is an exponentially large dark pool (or more accurately a giant black hole that will eventually destroy the entire system).
