I know that the COLA has been in jeopardy several times, and that's one reason I passed on a chance to switch over to the feds at USF&WS early in my career. Our delegation is also unable to do anything about totally inadequate Medicare payments in Alaska, so, it's almost impossible to get a Medicare doctor here. People are forced to leave when they hit 65, or fly south to see a doctor, or pay out of their own pocket while also paying for Medicare insurance that they can't use, or just give up and die. It infuriates me!!!
