That isn't what it means. What it does mean is that report is likely driven by politics and not reality.

Me? I am all for the exploration and drilling out there. But, I don't see the point of imagining huge reserves that can be produced for $5 a barrel. The best is to assume we have no more reserves than what we have proven and work with that. If we can find more and produce it, so much the better.

Crafting policy around wide-eyed optimism is stupid.
