I don't think physicists can be that definitive about it. The general idea is that time started with the big bang, but the actual mechanism is not known, and time itself is not perfectly understood, and to an extent its definition is philosophical as much as physical. If nothing happens in the universe is the universe static for a time, or is no time passing? I don't think that's a question that has a definitive scientific answer.
