Oh yeah. The Bust started. Moratorium or not, no one in their right mind was going to drill in the OCS.

I can't figure your fascination with the market conditions for oil companies - you sound as if you're an angry investor. It's their money they invest in exploration and it's our countries energy independence and hopefully per gallon cost and economy including possible high paying jobs in the offering.

Besides the "bust" ended and the lease purchases have not recovered - we sure haven't been in a bust for a while now - why have the leases not recovered ?

What else happened in 1983?

Oh yeah. The Bust started. Moratorium or not, no one in their right mind was going to drill in the OCS.

Prices did fall in the '80's. Yes, people would have drilled in the OCS - the best prospects first.

I've seen companies invest big in down years taking a long term view.
