What the China government is doing is a carbon tax.and a congestion charge. By giving a tax credit to buses and taxis they will improve road use. People are hopeless at driving but at least bus and taxi drivers are not as bad as most. So they'll move more people faster with less congestion, thereby making better use of roads. Ideally, the answer would be to toll roads, but that takes some development work, not to mention needs to be politically acceptable.

Chinese drivers in New Zealand are a standing joke. To labour the point, it's the foreign Chinese who are hopeless, not those who are ancestrally Kiwi.
